When will this endless construction be finished? Is there a fine for overrunning? Pedestrians frequently seen in the cycle lane in the underpass, where there is no space for them, because of this unfinished mess.

This is an 'inclinator' - a kind of travelling lift. It does accommodate a bike and is free to use. The paths around here are all footpaths so no cycling.
